WhatsApp pricing changes in 2026: every rate update, country by country
Quick answer
Meta changed WhatsApp Business Platform rates three times in 2026. On 1 July marketing rates rose in Spain, Italy and the UK; utility and authentication rates rose in Hong Kong, Singapore, Hungary, Romania and Qatar; and Poland's marketing rate fell. On 1 August further utility adjustments landed. On 1 October service messages inside the 24-hour window become paid again. This page tracks every change with the exact source.
WhatsApp pricing changes are the single biggest reason invoices swing month-on-month. In 2026 Meta shipped three major rounds of changes — July, August and October — each affecting a different mix of countries and template categories. This page tracks every change with the exact Meta source so your finance team can audit an invoice line back to a public change note.
Rates change frequently and vary by recipient country. Verify against Meta's official pricing page before budgeting.
How WhatsApp billing works in 2026
Since 1 July 2025 Meta bills per delivered message, replacing the older 24-hour conversation model. Three categories are billed separately:
- Marketing — promotional templates, offers, product launches.
- Utility — transactional templates tied to an existing action (order updates, appointment reminders).
- Authentication — OTPs and verification codes.
Service messages (free-text replies inside the 24-hour service window) were free from Nov 2024. That ends 1 Oct 2026 — see our dedicated post.

India, Brazil, Indonesia and the US were unchanged in July 2026.
1 August 2026 changes
Meta announced a smaller round of utility-message adjustments in early July for effect on 1 August. The confirmed list of affected countries and rates appears on Meta's Updates to pricing page. Because these are minor corrections rather than a category-wide shift, most businesses will not feel the impact unless they send heavy utility volume in one of the affected corridors.
1 October 2026: global change to service messages
This is the largest 2026 change and applies to every country. From 1 October 2026, any message a business sends to a customer inside the 24-hour service window is billed at the service rate. Details, tactics to reduce cost and a modelling table are in our dedicated service-message post.
India-specific outlook for the rest of 2026
Two forces are pulling India's rates in opposite directions.
- Upward pressure. India's marketing volume growth is the fastest globally, which typically prompts rate rises to protect user experience.
- Downward pressure. Competition from RCS Business Messaging and the phased return of paid service messaging shifts revenue mix so Meta may hold marketing rates flat.
Our forecast for readers who need to plan Q4 2026 budgets: budget for a 10–20% cushion on India marketing spend and a flat utility/authentication line, until Meta's next changelog note lands.
Six-step audit checklist to run every quarter
- Pull the last 90 days of message volume grouped by country, category and template.
- Compare invoiced per-message rate against Meta's current published rate for that country.
- Flag any BSP markup above 5% and ask for a written justification — see our BSP markup guide.
- Rebuild your rolling forecast whenever the changelog publishes a change dated within 90 days.
- For each affected country, either raise the campaign budget or trim audience size to hold cost constant.
- Document the change in a shared log so finance, growth and product all reference the same numbers.
Beyond rates: what else is shifting
- Max-price bidding for marketing messages — beta in mid-2026. See our bidding explainer.
- Free entry point windows from Click-to-WhatsApp Ads and Facebook/Instagram CTAs remain 72 hours; these are the single strongest cost lever most brands still under-use.
- Category enforcement is tightening. Templates that used to slip through as utility are now moved to marketing at review, raising your effective rate silently. Read our template rejection guide.
How to stay current without babysitting the changelog
The single reliable source is Meta's official changelog. Third-party rate cards lag. If you would rather not track it yourself, our changelog tracker post is updated within 48 hours of every Meta announcement, with the previous rate, new rate and effective date side by side.
ChatShree passes Meta charges through at cost on every plan — you see the actual per-country rate in your invoice, not a bundled markup. Estimate your bill with our pricing calculator or see plans.
Frequently asked questions
Where can I see the official WhatsApp per-message rates for every country?
Meta publishes country-level rates for marketing, utility and authentication on the WhatsApp Business Platform pricing page. That page is the only authoritative source — third-party rate cards can lag by weeks.
Did WhatsApp marketing rates change in India in 2026?
As of publication, India marketing rates were unchanged in the July and August 2026 updates. Confirm on Meta's pricing page before budgeting because India is a common target for future rate changes given its message volume.
Why did Poland's marketing rate go down?
Meta periodically rebalances rates based on regional demand, alternative messaging channel prices and engagement quality. Poland's July 2026 marketing rate reduction reflects such a rebalance. Meta does not always publish the reasoning; the change itself appears in the changelog.
How much notice does Meta give before a rate change?
Meta typically publishes country-level rate changes in the changelog at least 30 days before they take effect and notifies BSPs directly. Your BSP should email or dashboard-warn you inside that window.
What changes on 1 October 2026 that affects every country?
From 1 October 2026, service messages sent by a business inside the 24-hour customer service window become paid again after having been free since November 2024. This applies globally, not just to specific countries.
Do rate changes apply retroactively to already-scheduled campaigns?
No. Meta bills at the rate in effect at the moment the message is delivered. A campaign scheduled before the change but sent after it will bill at the new rate.
