The per-message model in one paragraph
From 1 July 2025 Meta bills each message individually. Before that, one 24-hour "conversation" was one billing unit no matter how many messages were exchanged. Now each marketing, utility or authentication message is its own line item. This is fairer for low-turn broadcasts and more expensive for chatty flows.

Volume tiers
Meta's India per-message price does not step down with volume. Whether you send 5,000 or 500,000 marketing messages, the per-message rate is the same. Some BSPs will discount their platform fee at higher volume; that is a commercial conversation with the BSP, not a Meta discount.
Max-price bidding (beta)
Meta has announced a max-price bidding mechanism for marketing templates. You set a ceiling; if the auction clears below your ceiling you pay less, if above you don't send. This is close to how Ads Manager bidding works. Availability in India is gradual โ track the changelog.
The BSP markup nobody explains
Here is the pattern we see across most Indian BSP invoices:
- BSP quotes you a flat "โน0.90 per marketing message, โน0.15 per utility".
- Meta's actual India rate at that moment is lower.
- The delta โ often 20-60% โ is silent BSP markup rolled into the per-message price.
The transparent alternative is pass-through: Meta's exact rate hits your invoice, and the BSP charges a fixed monthly platform fee (โน1,999-โน8,999 range for most Indian BSPs). Ask any provider for a copy of the Meta reconciliation report โ a real pass-through provider can produce it.
True cost formula
True monthly cost = (messages_by_category ร Meta rate) + BSP markup + platform fee
If markup is zero (pass-through), the formula collapses to Meta charges plus a predictable subscription.

Cross the volume threshold where the 40% markup exceeds the fixed subscription and the pass-through model wins outright. For most brands that break-even is at 15,000-25,000 paid messages per month.

- GST (18%) applies to the BSP invoice, not to Meta's per-message charge itself. Ask your BSP whether GST is on the total or only the platform fee.
