The number counts unique recipients of business-initiated conversations in a rolling 24-hour window. If you message the same user 5 times in a day, that's 1 unique recipient, not 5. Service replies inside the customer's 24-hour window do not count toward the tier at all.

How upgrades work

  1. Send business-initiated conversations to at least 50% of your current tier's daily limit.
  2. Do this on two consecutive days.
  3. Maintain a High or Medium quality rating throughout.

Meta auto-upgrades within 24 hours. There is no form, no ticket, no BSP intervention needed. If you are eligible and stuck, quality rating is almost always the reason.

What quality rating actually measures

Meta assigns each phone number one of: Green (high), Yellow (medium), Red (low), or Unknown (no data yet). The score is based on user feedback over the last 7 days:

  • Number of blocks by recipients
  • Number of "Report Spam" clicks
  • Reasons users cite when blocking (no longer wanted, spam, offensive, other)

Volume matters too. 5 blocks out of 100 messages is a much bigger signal than 5 out of 100,000.

Why quality turns red

  2. Over-messaging. Same user hit with 3+ marketing templates in 48 hours.

  4. Wrong list segment. Sending a sale template to users who opted in for order updates only.

Template pausing

Quality is measured per template as well as per number. When a specific template performs badly:

  • First strike: paused 3 hours
  • Second strike: paused 6 hours
  • Third strike: disabled

The per-user marketing cap

Meta enforces a global cap on how many marketing messages a single WhatsApp user can receive per day and per week โ€” across all businesses combined. Once a user hits the ceiling, further marketing templates addressed to them are silently dropped by Meta before delivery. The exact number is not published and Meta tunes it by region.

Implication: if you are Tier 5 and blasting daily marketing, a chunk of your list may be silently capped without visible errors. Utility, authentication and service are exempt from this cap.

Recovery checklist for a red rating

  1. Stop all marketing broadcasts for 24-48 hours.
  2. Send only utility and service messages during this window.
  3. Export your marketing list. Keep only users active (message opened, link clicked, or purchase) in the last 30 days.
  4. Review the top 3 templates by send volume. Shorten by 30%. Remove urgency. Remove excessive emojis.
  5. Segment: never send the same template to a user twice within 7 days.
  6. Introduce a preference step โ€” ask users what they want to hear about. Silent unsubscribes hurt your rating more than an opt-out button.
  7. Wait 7 days. Meta's quality window is rolling; recovery takes at least a full week.
